I want to make a stencil and then get some spray paint and spray the design on the stencil onto a white tee shirt...

No, paint will not stay for a very long time... it will crack and break over time.

Washable spray paint, preferably an oil base will absorb more into the fibers. This may fade depending on the way you wash it and the strength of the detergent. Woolite works well to wash delicates. The others ment to say washable. Nonwashable would be the type to wash out.
If you want it to stay, make sure its not washable. Go to Home Depot or something and ask for unwashable spray paint that will work well on clothes.
Get unwashable spray paint..but even so it still may fade slightly
