Go to an auto parts store and pick up a bottle of light cut buffing compound and a soft sponge applicator. Use it like you're waxing your car by hand. You'll be able to see it removing the specs as you work. This will make your car look amazing, as well.
The easiest and cheapest way for you to remove building overspray is to go to the building owner, tell them what happened, and have your insurance company settle. This happens more often than you may think, and insurance companies know the drill.
Clay bar is what you should use. Anything else will simply create more swirls and scratches in your paint's finish. You don't want to drag those paint particles across the paint.
