Yes you can paint grip tape, and yes, it decreases its effectiveness.
They have a paint that when apllied is the same texture as grip tape. might want to give this a shot. I think that yes you can use the regular spray paint, but as far as longetivity is concerned, it will wear off in a short while.
it depends on the layers or thickness of paint on the grip tape.. a simple wave of paint would be good


and it also depends on the grip tape you have





all in all just don't put to much..
