Your local PD has a graffiti unit and if you contact them I'm sure they'll be more than happy to take care of the problem.
You don't stop him, call the police. His father is responsible for his destructive behavior and will foot the bill for the cleaning.

Report it to the police.
Sit in the bushes with a hose.
Let the police know what is going on. This happened at my home, and the police actually called the boys' parents in at one in the morning to supervise the boys while they cleaned the graffitti off of the wall themselves. Those boys have since cleaned up their act.
