my husband is a qualified sprayer, if it has been done in 'cellouse' as soon as it is dry, which will take half an hour to one hour, you can 'scotch brite'lightly, or wet and dry super fine, 800-1000 grade, then t cut.

Try pouring turps all over your car then t-cutting it !!
