OK, get some newsprint paper at an art-supply store. Also, while you're there, buy an X-acto knife.
1. Spread out a sheet of the paper on a flat, even surface like a table. (You'll be cutting, so you may want to lay a sheet of cardboard or something under the paper to protect the tabletop.) Tape down the corners and edges of it, so it won't slide around while you're working.
2. Draw your design in clear lines on the paper with a pencil.
3. When you're satisfied with it, cut it out with the X-acto knife.
4. Then spread out some old newspapers on the floor of the garage or basement, someplace like that (well ventilated), and lay a T-shirt down--flat, smooth, and CLEAN--on the papers.
5. Lay the stencil (your cut-out design) on the T-shirt, with some newspaper pages around it to catch any overspray. The closer the stencil lies to the shirt, the sharper edges your finished design will have.
6. Spray on your paint and don't touch anything until it's thoroughly dry. If you want more than one color in the same design, you'll probably need to make a separate stencil for each color.
